No discussion shall take place in a State Legislature with respect to the conduct of any Judge of the Supreme Court or of a High Court in the discharge of his duties.
This mirrors Article 121 at the state level, but is actually broader in one sense: unlike Article 121 (which allows discussion during a formal judicial-removal motion in Parliament), this state-level version bars ANY discussion of a judge's conduct in a State Legislature - state legislatures have no role at all in the judicial removal process, which is handled exclusively at the Union Parliament level.
This is why controversies about a judge's conduct are never debated on the floor of a State Assembly, even informally - that entire subject is reserved for Parliament's exclusive, formal removal-motion process.
