A State Legislature may, for timely completion of financial business, regulate by law the procedure and conduct of business of its House(s) in relation to financial matters or Appropriation Bills; such a law prevails over a conflicting House rule made under Article 208.
This mirrors Article 119 at the state level: for budget-related matters specifically, a state Legislature can pass an actual law overriding its own Houses' internal procedural rules, ensuring financial business isn't held up by procedural disputes.
This gives a state Legislature the power to legislate binding procedures or timelines for budget-related business if needed, overriding a House's own more flexible internal rules.
