State Government
(1) A House of a State Legislature may make its own procedural rules, subject to the Constitution. (2) Until such rules are made, pre-Constitution rules of the corresponding Province continue, modifiable by the Speaker or Chairman. (3) In a State with a Legislative Council, the Governor (after consulting the Speaker and Chairman) may make rules for communication between the two Houses.
