The Legislative Assembly may make a "vote on account" grant in advance pending the full budget process, a "vote of credit" for an unexpected, indefinite demand, or an exceptional grant outside normal annual service - the State Legislature may authorise withdrawal from the Consolidated Fund for these, following the same scrutiny as ordinary grants.
This mirrors Article 116 at the state level, giving state Assemblies the same budgetary flexibility Parliament has for advance funding, genuine emergencies, and one-off exceptional needs.
Just as at the Union level, an outgoing state government facing elections typically seeks only a "vote on account" to cover a few months of essential spending, leaving the full annual budget to the newly elected state government.
