(1) Charged expenditure isn't voted on, though it can be discussed. (2) Other expenditure is submitted as "demands for grants" to the Legislative Assembly, which can assent, refuse, or reduce them. (3) No demand for a grant shall be made except on the Governor's recommendation.
This mirrors Article 113 at the state level: the Legislative Assembly - not the Legislative Council, where one exists - is the House that actually votes on and controls the state government's discretionary spending through "demands for grants".
This is why real budgetary power in a state rests with the Legislative Assembly, even in states with a Legislative Council - the Council has no vote on these spending "demands for grants" at all.
