State Government
(1) The Governor shall cause to be laid before the State Legislature, for every financial year, a statement of estimated State receipts and expenditure (the "annual financial statement"). (2) It separately shows expenditure "charged" on the State's Consolidated Fund versus other expenditure. (3) Charged expenditure includes the Governor's emoluments, Speaker/Chairman/Deputy salaries, State debt charges, High Court judges' salaries, and court/arbitral awards.
This is the constitutional basis for a state's own annual budget, mirroring Article 112 at the Union level - certain core expenses (like the Governor's salary and High Court judges' pay) are constitutionally protected "charged" expenditure that the state Assembly can discuss but not vote down.
This is why, regardless of which party controls a state Assembly, High Court judges' salaries in that state cannot be voted down the way ordinary discretionary state spending can - they are "charged" expenditure under this article.
