State Government
(1) Each House of a state Legislature has its own separate secretarial staff, though common posts across both Houses are still allowed. (2) The State Legislature may by law regulate recruitment and service conditions for this staff. (3) Until such a law is made, the Governor (after consulting the Speaker or Chairman) may make rules on this, subject to any later law.
This mirrors Article 98 at the state level: each House of a state Legislature has its own dedicated administrative staff, separate from the state's executive civil service, preserving the Legislature's independence from the government of the day.
This is why a state Assembly's own secretariat staff - who manage its sessions and records - report through the Speaker's office rather than through any state government department.
