State Government
(1) The Speaker (or Deputy Speaker) shall not preside while a resolution for their own removal is under consideration, even if present. (2) The Speaker may speak and participate in such proceedings and is entitled to vote in the first instance (though not in case of a tie).
This mirrors Article 96 at the state level - a natural-justice safeguard so someone facing a removal motion doesn't also control that debate as presiding officer, though they retain a right to speak and a limited first-instance vote.
If a state Assembly debates removing its Speaker, someone else (typically the Deputy Speaker) presides over that sitting while the Speaker can join the debate and cast a first-instance vote.
