State Government
(1) For every State there shall be a Legislature consisting of the Governor, and - (a) in specified larger States (currently including Andhra Pradesh, Bihar, Madhya Pradesh, Maharashtra, Karnataka, Tamil Nadu, Telangana, and Uttar Pradesh), two Houses; (b) in other States, one House. (2) Where there are two Houses, one is the Legislative Council and the other the Legislative Assembly; where there is one House, it is the Legislative Assembly.
Like Parliament, a state's Legislature technically includes the Governor as well as its House(s). Most states have just one House (the Legislative Assembly, elected directly by voters), but a handful of larger states also have a second House, the Legislative Council - the state-level equivalent of the Rajya Sabha.
This is why some states (like Uttar Pradesh, Maharashtra, Karnataka, and Bihar) have both a Vidhan Sabha (Legislative Assembly) and a Vidhan Parishad (Legislative Council), while most other states have only a Vidhan Sabha.
