State Government
It shall be the duty of the Chief Minister - (a) to communicate to the Governor all Council of Ministers decisions relating to state administration and legislative proposals; (b) to furnish information about state administration and legislative proposals as the Governor may call for; and (c) if the Governor requires, to submit for the Council of Ministers' consideration any matter decided by an individual Minister but not yet considered by the full Council.
This mirrors Article 78 at the state level: the Chief Minister has a specific constitutional duty to keep the Governor informed of Cabinet decisions and provide requested information, giving the Governor a genuine (if limited) channel to stay informed about state administration.
If a Governor has concerns about a decision an individual state Minister made without full Cabinet discussion, Article 167(c) lets the Governor ask the Chief Minister to bring that matter before the full state Council of Ministers for proper collective consideration.
