State Government
(1) The executive power of the State shall be vested in the Governor and exercised by him directly or through subordinate officers, in accordance with this Constitution. (2) This does not transfer functions already conferred by law on another authority, nor prevent Parliament or the State Legislature from conferring functions on an authority subordinate to the Governor.
This mirrors Article 53 at the state level: all executive power of a state government is formally vested in the Governor, exercised directly or through the state's administrative machinery.
Just as the President is the formal head of the Union executive, the Governor is the formal head of a state's executive - even though, as with the President, real day-to-day decision-making rests with the elected state government (see Article 163).
