In this Part, unless the context otherwise requires, the expression "State" does not include the State of Jammu and Kashmir.
This clarifies that when Part VI (about state governments generally) refers to "State", it historically excluded Jammu and Kashmir, which had a special constitutional status under the now-abrogated Article 370. Since Article 370 was effectively revoked in August 2019 and Jammu and Kashmir was reorganised into Union Territories, this historical exclusion is now largely of historical interest rather than current practical effect.
This is a reminder that some provisions of India's Constitution have carried special historical carve-outs for specific regions - understanding a provision's full effect sometimes requires checking whether such historical exceptions still apply today.
