Union Government
(1) The Supreme Court may pass any decree or order necessary for doing complete justice in a pending case, enforceable throughout India as Parliament (or, until then, the President) prescribes. (2) The Supreme Court has all power, throughout India, to secure attendance of persons, discovery/production of documents, and to investigate and punish contempt of itself.
This gives the Supreme Court an unusually broad, flexible power to pass whatever order is genuinely necessary to achieve "complete justice" in a case before it - even beyond what ordinary law might otherwise strictly allow - making it one of the most powerful tools in the Court's arsenal.
The Supreme Court has used this "complete justice" power in landmark cases to craft creative, practical remedies - like laying down detailed interim guidelines to fill a legal vacuum on an issue - that go beyond simply applying an existing statute.
