Offences Relating to Public Morals
(1) Keeping an office for drawing an unauthorised (non-State, non-State-approved) lottery is punished with up to 6 months' imprisonment, fine, or both. (2) Publishing a proposal to pay/deliver something contingent on such a lottery's draw is punished with a fine of up to ₹5,000.
This prohibits unauthorised private lotteries, permitting only State-run or State-authorised lottery schemes - directly relevant to prosecuting illegal private lottery/gambling scam operations.
Running an unauthorised private lottery scheme, or advertising payouts tied to such an illegal lottery's results, is prosecutable under this section - relevant to certain fraudulent "lucky draw" scam schemes that operate as unlicensed lotteries.
