Offences Affecting Public Health, Safety and Convenience
An act or illegal omission causing common injury, danger, or annoyance to the public or people in the vicinity, or necessarily obstructing/endangering/annoying people exercising a public right, is a "public nuisance" - not excused merely because it also provides some convenience or advantage.
This defines the foundational concept underlying the whole chapter - conduct harming the general public's shared interests, explicitly not excused just because it also happens to benefit someone.
This broad definition covers everything from blocking a public road to polluting a shared water source - the underlying concept for the more specific public-health and safety offences that follow.
