(1) Murder is punished with death or life imprisonment, plus fine. (2) When a group of 5+ people acting together commits murder based on race, caste, community, sex, place of birth, language, personal belief, or similar grounds, each member faces death or life imprisonment plus fine.
This sets the baseline punishment for murder (death or life imprisonment), with an important addition specifically targeting group/mob-based hate-motivated killings - lynchings based on identity characteristics - holding every participant fully liable, not just whoever struck the fatal blow.
This is a genuinely new provision specifically addressing mob lynchings motivated by identity-based hatred - a response to a documented pattern of such incidents, holding every member of the lynch mob fully liable for murder.
