Union Government
(1) The Chairman (or Deputy Chairman) shall not preside over a sitting of the Council of States while a resolution for the Vice-President's (or Deputy Chairman's) removal is under consideration, even if present. (2) The Chairman may speak and take part in proceedings on such a resolution but cannot vote on it or any other matter during those proceedings.
This is a natural-justice safeguard: someone whose own removal is being debated cannot simultaneously be the one controlling the debate as presiding officer - though they can still speak in their own defence, just not vote or preside during that specific discussion.
If the Rajya Sabha is debating a resolution to remove the Vice-President from the Chairmanship, someone else presides over that particular sitting - the Vice-President can join the debate to respond to the allegations but cannot control proceedings or cast a vote on it.
