The President may, by order, provide for the Governor of Karnataka's special responsibility for establishing a separate development board for the Hyderabad-Karnataka region, equitable development-fund allocation there, and equitable public employment/education/vocational-training opportunities for that region's people - including specific reservation of educational seats and government posts for candidates from that region by birth or domicile.
Added by the 98th Amendment (2012), this mirrors the Andhra Pradesh/Telangana regional-imbalance provisions (Article 371D) for Karnataka's historically less-developed Hyderabad-Karnataka region (also known as Kalyana-Karnataka), addressing similar concerns about balanced regional development and fair access to jobs and education within the state.
This is the constitutional basis for reservation policies specifically benefiting people from Karnataka's Hyderabad-Karnataka region in government jobs and educational admissions, addressing that region's historical development lag relative to the rest of the state.
