The President may, by order, provide for the Governor of Maharashtra or Gujarat to have special responsibility for establishing separate development boards for specific regions (Vidarbha, Marathwada, Saurashtra, Kutch, etc.), equitable development-fund allocation across these regions, and equitable technical education/vocational training/employment opportunities across them.
This gives the Governors of Maharashtra and Gujarat a special role in ensuring balanced regional development within their states - addressing historical concerns that certain regions within these states (like Vidarbha in Maharashtra, or Kutch in Gujarat) might otherwise be neglected relative to more economically dominant areas of the same state.
This is the constitutional basis for statutory development boards addressing regional imbalance within Maharashtra and Gujarat, aimed at ensuring less-developed regions within these states get equitable development funding and opportunities.
