(1) The General Clauses Act, 1897 applies to interpreting the Constitution, as it applies to interpreting a Dominion of India legislative Act (subject to adaptations under Article 372). (2) References to Parliament/State Legislature Acts include Presidential/Gubernatorial Ordinances. (3) "Foreign State" means any state other than India - though the President may, by order, declare a state not to be "foreign" for specified purposes.
This brings in a well-established general interpretation statute (the General Clauses Act, 1897 - itself a foundational Indian law that supplies standard definitions and interpretation rules for legislation generally) to help interpret the Constitution's own text, and clarifies that Ordinances count as "laws" for cross-referencing purposes throughout the document.
