Special Provisions
(1) The President may appoint a Commission to investigate socially/educationally backward classes' conditions and difficulties, recommending steps and grants the Union/states should provide. (2) The Commission reports its findings and recommendations to the President. (3) The President must lay the report, with an action-taken memorandum, before each House of Parliament.
This is the constitutional basis for periodic government commissions investigating backward classes' conditions - most famously, the Mandal Commission, whose recommendations (following this article's process) led to the major 1990s expansion of OBC reservation in central government jobs and, later, higher education.
The Mandal Commission, appointed under this article in 1979, investigated socially and educationally backward classes' conditions and recommended the OBC reservation quota that the government implemented in 1990 - one of modern India's most consequential and contested policy decisions, tracing directly back to this constitutional provision.
