Added by the 102nd Amendment (2018), this mirrors Articles 338/338A for socially and educationally backward classes: a National Commission for Backward Classes (same composition and appointment process) with equivalent civil-court-like investigative powers, duties to investigate safeguards, inquire into complaints, advise on development, report annually to Parliament/State Legislatures, and be consulted on major backward-classes-affecting policy.
This gives socially and educationally backward classes (OBCs) their own dedicated constitutional watchdog body, similar in structure and powers to the Scheduled Castes and Scheduled Tribes Commissions - reflecting a later constitutional recognition (2018) that this category of citizens also warranted the same kind of institutional, independent oversight of their safeguards and development.
This is the constitutional basis for the National Commission for Backward Classes, which gained constitutional (rather than merely statutory) status through the 102nd Amendment, giving it the same kind of independent standing and investigative powers as the SC and ST Commissions.
