There is one general electoral roll for every constituency; no one can be excluded from it, or claim a separate special roll, based only on religion, race, caste, or sex.
This guarantees a single, unified voter roll for everyone in a constituency - no separate voter lists based on religion, caste, or other identity categories - ensuring every citizen votes as an equal member of one shared electorate, not a segregated communal one.
This is why India does not have separate electoral rolls or communal voting systems based on religion or caste (unlike some historical colonial-era arrangements) - every voter in a constituency is on the same single roll, voting for the same candidates.
