Until the Constitution otherwise provides, pre-Constitution laws applicable to a public service/post that continues to exist afterward remain in force, as far as consistent with the Constitution.
This is a standard transitional continuity provision, ensuring existing civil service laws didn't suddenly become void in 1950 purely because the Constitution came into force - they continued operating until specifically superseded.
This kind of provision smoothed the administrative transition at independence, preventing an abrupt legal vacuum in how the civil service actually operated.
