Parliament may by law appoint an authority it considers appropriate to carry out the purposes of Articles 301-304, giving that authority whatever powers and duties it thinks necessary.
This lets Parliament create a dedicated regulatory body specifically to oversee and enforce India's internal free-trade guarantees, if it decides that's needed - a tool that, notably, has rarely if ever actually been used in practice, since India hasn't historically had a standing "internal trade commission" of this kind.
This provision has remained largely dormant in practice - India has generally relied on courts and ordinary regulatory mechanisms to enforce Articles 301-304, rather than Parliament creating a dedicated specialised authority under this specific power.
