Trade and Commerce
Subject to the other provisions of this Part, trade, commerce and intercourse throughout the territory of India shall be free.
This guarantees that goods, services, and people can move freely across India's internal state borders for trade and commerce - India is constitutionally meant to function as one unified common market, not a collection of separate economic territories each able to freely wall itself off from the others.
This is the constitutional basis preventing a state from, say, imposing an outright ban on goods manufactured in a neighbouring state from entering its market - India's internal trade is meant to flow as freely as trade within a single state.
