Fundamental Rights
(1) All minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice. (1A) In any law providing for compulsory acquisition of a minority educational institution's property, the State shall ensure the compensation fixed does not restrict or abrogate this right. (2) The State shall not, in granting aid to educational institutions, discriminate against any institution on the ground that it is under minority management.
Religious and linguistic minorities have a specific right to set up and run their own schools and colleges. The government cannot discriminate against these institutions when it comes to granting aid, purely because they are minority-run - and if the government ever compulsorily acquires property from such an institution, it must ensure fair compensation that doesn't undermine this right.
A state government distributing education grants to schools cannot systematically exclude minority-run institutions from that funding purely because of their minority management - that would be direct discrimination under Article 30(2).
