No tax shall be levied or collected except by authority of law.
This is one of the most fundamental principles of fiscal constitutionalism: the government cannot simply demand tax payments on its own say-so - every tax must be backed by a properly enacted law. This protects citizens from arbitrary taxation by executive fiat.
If a government department tried to collect a "fee" or "charge" from citizens that wasn't actually authorised by any law passed by a competent legislature, that demand would be unconstitutional and unenforceable under this article.
