Relations Between Union and States
If the President believes it would serve the public interest, they may by order establish a Council to inquire into and advise on inter-state disputes, investigate and discuss subjects of common interest between states (or between the Union and states), and make recommendations for better policy coordination - defining its duties, organisation, and procedure.
This is the constitutional basis for the Inter-State Council, a forum meant to promote genuine cooperation and dialogue between the Union and states (and among states themselves) on matters of shared concern, rather than everything being resolved only through litigation or unilateral central action.
India's actual Inter-State Council, established under this article, periodically brings together the Prime Minister, Chief Ministers, and senior Union Ministers to discuss and coordinate on Centre-State issues, functioning as a cooperative federalism forum rather than a court or legislature.
