Relations Between Union and States
A State's executive power must be exercised to ensure compliance with Parliament laws and applicable existing laws in that state, and the Union's executive power extends to giving a State whatever directions are necessary for that purpose.
States are constitutionally obligated to properly implement and enforce central laws within their territory, and if a state isn't doing so adequately, the Union government has the power to issue binding directions to correct that.
If a state government were failing to implement a central law properly, the Union government could issue a formal direction under this article requiring the state to comply - a failure to follow such a direction can, in serious cases, become grounds for invoking President's Rule under Article 356.
