Special Provisions
(1) Parliament may by law form an autonomous State within Assam, comprising specified Sixth Schedule tribal areas, and create a Legislature and/or Council of Ministers for it. (2) Such a law may give this autonomous State's Legislature power over specified State/Concurrent List matters (potentially excluding Assam's own Legislature), define its executive power, assign it a share of Assam's tax revenue, and treat constitutional references to "a State" as including it. (3) Amending such a law on these core matters needs a two-thirds majority in each House of Parliament. (4) Such a law isn't deemed a constitutional amendment for Article 368 purposes.
This gives Parliament a special, one-off tool to create an even more autonomous "State-within-a-State" specifically for certain Assam tribal areas, with its own Legislature and significant law-making power - going beyond the standard Sixth Schedule District Council model, reflecting the particular political sensitivity and self-governance demands of some northeastern tribal communities.
This provision reflects the unique, evolving constitutional accommodations India has made for northeastern tribal self-governance demands over the decades, distinct from how tribal areas are handled in the rest of the country.
