Pre-1992 (74th Amendment) Municipality laws inconsistent with this Part continued in force until amended/repealed or one year passed, whichever came first - and Municipalities existing at that time continued until their term expired, unless earlier dissolved by the state's Legislative Assembly (or both Houses, in a bicameral state).
This mirrors Article 243N (Panchayat transitional provisions), giving states a one-year grace period to align their existing Municipal laws with the new constitutional requirements introduced by the 74th Amendment in 1992.
This prevented the 74th Amendment from immediately invalidating every existing Municipal law and Municipality across the country overnight, giving states a reasonable transition window instead.
