State law may authorise a Municipality to levy its own taxes/duties/tolls/fees; assign it a share of state-collected taxes; provide grants-in-aid from the state's Consolidated Fund; and establish dedicated Municipal Funds for receiving and withdrawing money.
This mirrors Article 243H (Panchayat finance) for urban government - giving Municipalities the financial independence (their own taxes, revenue-sharing, and grants) needed to function as genuine self-government rather than purely dependent administrative units.
This is the basis for municipal property taxes, water charges, and similar local levies that city corporations across India are empowered to collect and spend on local civic priorities.
