This mirrors Article 243F for Panchayats exactly: a person is disqualified from Municipality membership under the same rules as State Legislature elections (with the minimum age lowered to 21, not 25), or under specific state law - with disqualification disputes decided by whatever authority state law designates.
Municipal councillor eligibility follows the same lowered age bar (21, not 25) as Panchayat membership, making urban local government similarly more accessible to younger citizens than state or national legislatures.
Just as with Panchayats, a 22-year-old can contest for a Municipal Corporation ward seat even though they couldn't yet contest for a state Assembly seat.
