Pre-1993 (73rd Amendment) Panchayat laws inconsistent with this Part continued in force until amended/repealed or one year passed, whichever came first - and Panchayats existing at that time continued until their term expired, unless earlier dissolved by the state's Legislative Assembly (or both Houses, in a bicameral state).
This is a transitional provision that smoothed the changeover when the 73rd Amendment (1992) first brought the modern, constitutionally-mandated Panchayat system into force - giving states a one-year grace period to bring their existing Panchayat laws into line with the new constitutional requirements.
This kind of provision prevented the 73rd Amendment from immediately invalidating every existing Panchayat law and Panchayat body across the country overnight in 1993, instead giving states a reasonable transition window.
