(1) Superintendence, direction, and control of Panchayat elections (including electoral rolls) is vested in a State Election Commission, headed by a State Election Commissioner the Governor appoints. (2) The Commissioner's service conditions are set by the Governor, but they can only be removed like a High Court Judge, and their conditions cannot be worsened after appointment. (3) The Governor must provide the Commission necessary staff on request. (4) State law governs other Panchayat election matters.
This gives Panchayat elections their own dedicated, independent State Election Commission (separate from the national Election Commission of India), with the same strong job-security protections given to the Commissioner as to a High Court judge - insulating local body elections from executive interference, mirroring how Article 324 protects the national Election Commission.
This is why a state's own State Election Commission - not the national Election Commission - conducts and oversees Panchayat and municipal elections within that state, functioning as an independent institution the state government cannot easily pressure.
