The Constitution itself doesn't spell out exactly what powers a Gram Sabha (the full village voter assembly) has - it leaves that to each state's own law, giving states flexibility in how much direct village-level participatory power they build into their Panchayati Raj systems.
Some states have empowered Gram Sabhas with significant oversight roles - like approving village development plans or auditing local spending - though the exact scope varies significantly from state to state since it's left to state law.
