Appointments of persons other than district judges to a State's judicial service are made by the Governor, following rules made after consulting the State Public Service Commission and the relevant High Court.
Below the district judge level, other judicial officers (like civil judges and junior judicial posts) are recruited by the Governor under rules made in consultation with both the State Public Service Commission and the High Court - giving the judiciary a voice in who joins the state's judicial service even at this more junior level.
This is the constitutional basis for the state-level Judicial Services Examinations that recruit new civil judges and magistrates into a state's judicial service.
