Every High Court shall consist of a Chief Justice and such other Judges as the President may from time to time deem it necessary to appoint.
Unlike the Supreme Court (which has a specific numerical cap set by Parliament), a High Court's total number of judges is simply whatever the President decides is necessary from time to time - giving flexibility to expand a High Court's bench strength as its caseload grows.
This is why different High Courts across India have very different numbers of judges - larger, busier High Courts like Allahabad or Bombay have far more sanctioned judge positions than smaller states' High Courts.
