State Government
The Governor of a State shall have the power to grant pardons, reprieves, respites or remissions of punishment, or to suspend, remit or commute the sentence of any person convicted of an offence against any law relating to a matter to which the State's executive power extends.
This is the state-level parallel to the President's pardon power under Article 72 - Governors can grant clemency for offences under state laws, though notably (unlike the President under Article 72(1)(c)) the Governor's pardon power over death sentences specifically has been interpreted more narrowly by courts, since a death sentence typically falls under matters the Union, not just the State, has an interest in.
A Governor can pardon or reduce a sentence for someone convicted under a state law (like certain state excise or agricultural offences), exercising a clemency power parallel to, but narrower in some respects than, the President's Article 72 power.
