No discussion shall take place in Parliament with respect to the conduct of any Judge of the Supreme Court or a High Court in the discharge of their duties, except upon a motion for presenting an address to the President seeking the Judge's removal, as provided elsewhere in the Constitution.
MPs generally cannot debate or criticise a specific judge's conduct in Parliament - the only proper channel for raising serious concerns about a judge's conduct is the formal, structured impeachment-style removal process (a motion for the judge's removal), not open-ended floor debate.
This is why controversies about a specific judge's conduct are handled through the formal judicial removal motion process in Parliament (which has only rarely been completed successfully) rather than through ordinary debate or questions in the House.
