Parliament may, for timely completion of financial business, regulate by law the procedure and conduct of business of each House in relation to financial matters or Appropriation Bills; where such a law conflicts with a House's own rules under Article 118, the law prevails.
For budget-related and financial matters specifically, Parliament can pass an actual law overriding each House's own internal procedural rules, ensuring financial business (like passing the budget on time) isn't held up by procedural disputes.
This gives Parliament the power to legislate binding timelines or procedures for budget-related business if needed, which would override a House's own more flexible internal rules on the same subject.
