If the amount authorised for a service turns out insufficient, or a new unforeseen need arises during the year, or money was already spent in excess of what was granted, the President causes a further statement or demand to be placed before Parliament, and the earlier Articles 112-114 procedure applies again to that additional statement, expenditure, or demand.
If the government's original budget for the year turns out to be too little for some purpose, or it needs to spend on something totally unplanned, or it already overspent, this article lets it go back to Parliament mid-year for supplementary approval, following the same scrutiny process as the original annual budget.
This is the constitutional basis for the "Supplementary Demands for Grants" that the government periodically places before Parliament during a financial year, when original budget allocations prove insufficient or new spending needs arise.
