If a person sits or votes as a member of either House before taking the required oath under Article 99, or while knowing they are not qualified or are disqualified, or are prohibited by law from doing so, they are liable to a penalty of five hundred rupees for each day, recoverable as a debt due to the Union.
This creates a financial penalty (₹500 per day - a nominal, historic amount by today's standards) for someone who knowingly sits or votes in Parliament without being properly qualified, without having taken the oath, or while disqualified.
If someone continued attending and voting in Parliament despite knowing they had become disqualified (say, after acquiring foreign citizenship), they would be liable to pay this daily penalty for every day they unlawfully participated.
