General Provisions
Where an offence is made up of parts that are themselves separately offences, the offender isn't punished for more than one of those offences, unless expressly provided otherwise - similarly, where an act falls under two or more offence definitions, or several acts combine into a different offence, the offender gets no more than the harshest single applicable punishment.
This prevents "double punishment" for what is really just one continuous criminal act broken into technical parts - someone who commits one sustained assault (made up of many individual blows) is punished once for the whole act, not once per individual blow.
If a scammer sends 50 fraudulent messages as part of one ongoing cheating scheme against a single victim, this section generally means they're punished for the overall offence of cheating, not effectively 50 times over for each individual message that was technically part of the same scheme.
