Attempts to Commit Offences
Abetting an offence's commission by the public generally, or by more than ten people, is punished with up to 7 years' imprisonment and fine.
This specifically targets abetment aimed at inciting large groups or the general public to commit an offence together - reflecting the heightened danger of instigating mass or mob-scale criminal conduct.
Someone who publicly incites a large crowd of more than ten people to commit an offence together - like inciting a mob to attack another group - is liable under this section regardless of whether the incited offence actually occurs.
