Offences Against Property
(1) Theft is "snatching" if the offender suddenly, quickly, or forcibly seizes/secures/grabs/takes movable property from a person or their possession. (2) Punished with up to 3 years' imprisonment plus fine.
This is a genuinely new BNS category specifically targeting sudden, forcible grab-and-run theft (like phone or chain snatching), distinct from both ordinary theft and full robbery.
The now-common crime of someone suddenly grabbing a phone or bag from a person's hand or bag while riding past on a motorbike is specifically captured by this dedicated "snatching" offence.
