A merchant vessel's master/person-in-charge, ignorant of a deserter concealed aboard due to their own negligence or lack of discipline aboard, is liable to a penalty of up to ₹3,000.
This holds a ship's master liable for negligently allowing a military deserter to remain hidden aboard their vessel, even without direct knowledge, if their own carelessness enabled it.
A ship captain whose lax discipline lets a deserter stow away unnoticed can be fined under this section, even though they weren't personally aware of the deserter's presence.
