Offences Against the State
Whoever within or without and beyond India conspires to commit any of the offences punishable by section 147, or conspires to overawe, by means of criminal force or the show of criminal force, the Central Government or any State Government, is punished with life imprisonment or up to 10 years' imprisonment plus fine. No actual act in pursuance of the conspiracy is required.
This criminalises the conspiracy itself - agreeing to wage war or to intimidate the government by force - even if the plan is never carried out, and applies even to conspiracies formed outside India.
A group that agrees, even from abroad, to a plan to violently intimidate a State Government commits this offence the moment the conspiracy is formed - no actual attack needs to occur.
